Direct answer: the correct answer is not a number, it's a rule: one page per search intent. A plumber in Marrakech needs at least fifteen pages, not five. Our own site has over a thousand.
The question comes up with each project. Here is the logic we apply, with concrete thresholds per type of activity.
Why is “5 pages” a bad reflex?
In short: Because welcome, about, services, achievements, contact only target a single commercial request: the name of your profession.
The five-page site is inherited from a time when the web served as a brochure. It's no longer of much use today.
The problem: the “Services” page tries to cover five services at once. She ranks poorly on each, because Google doesn't know what she's talking about precisely.
Five distinct service pages, each complete and targeted, each position itself on its request. That's five times more capture surface for barely more work.
The rule: one page = one search intent
In short: If two queries bring visitors with different questions, they deserve two pages.

- Artisan, several services, one city: 15 to 25 pages.
- Service company, several cities: 30 to 80 pages.

Should I create all the pages at once?

Can quantity harm?
In short: Yes, if the pages are empty, duplicated or generated worthless. A page must actually answer a question.
The classic trap: generate two hundred city pages by simply replacing the name of the city. Google detects it and downgrades the whole thing.
What distinguishes a useful page from a duplicate page: real local context, specific examples, information not found elsewhere.
Practical guideline: If you can't write three paragraphs specific to that page, it doesn't deserve to exist.
